How do you reset a GFI?
To reset a GFCI you need to first correct any ground faults in the circuit - or some other other fault in the equipment and/or its flexible cord and/or its plug - being protected by the GFCI, which is causing an imbalance in the currents flowing in the hot and neutral wires. Ground faults are usually caused by wet electrical equipment. Then you need to press the RESET button on the GFCI.
Can you remove an outlet or hard wired fixture from a circuit for troubleshooting a GFCI I that won't reset?
Shut the GFCI off at the panel breaker. You can remove the down stream load right at the GFCI. Then reapply the power and keeping your fingers clear of the wire terminals, trip the GFCI and reset it. If it stays reset the trouble is down stream from the GFCI. To trouble shoot down stream remove all plugged in devices and try a reset. If still no reset remove the hot wire in the hard wired fixture and try for a reset. If still no reset buy a new GFCI.

Why won't the GFCI receptacle reset after pushing the RESET button and then the TEST button?
From what this question is saying, the TEST button is doing its job - it is testing ( = checking) that the GFCI is working correctly.After you have tested the device by pressing the TEST button you should be able to press the RESET button again - and DO NOT PRESS THE TEST button again - and everything should work.Either your GFCI is bad [in which case replace it] or it is working perfectly.It is probably working. My sister had a similar problem. She just kept resetting until it held, but every time she got in her hot tub she got shocked.Luckily she wasn't killed. It turned out to be the fly weights shorting out against the capacitor wires, turning the water into the hot leg. Don't mess around with this kind of problem.Think about this question, read it word for word! What is the proper type of meter for testing a GCFI receptacle?
Any electrical meter which measures volts or a standard plug tester. (the ones which plug into the receptacle and light up indicator lights) As long as the receptacle measures 110-120V between the hot and neutral, and measures 110-120V between the hot and ground, then it is wired correctly and supplying correct voltage with ground reference. To determine if the GFCI is "tripping" or opening the circuit when it should, simply press the test button. If it doesn't trip, (or reset correctly with the reset button) replace the device.
