Vacuum leak,(to check vacuum lines just disconnect them one at a time at the throttle body and put your finger on the vacuum port on the throttle body and see if the idle corrects) Leaking EGR valve (but that model year dont have one) air filter clogged, Fuel pump not pushing the correct pressure (key on,engine not running 41-47psi...engine idling w/regulator vac. hose connected 31-44psi...vac. hose disconnected 42-50psi), Leaking head gasket, camshaft worn, and also the Idle Air Control Valve(on the very front of the throtle body) remove and clean any carbon/dirt off the pintel and pintel seat. But my guess would be the fuel pressure is low
