Raise up the rear right seat and pull the carpet of the seat and you will find it. It took me awhile to find mine also.
there is a strap laying on the rear seat.pull it toward the centerof the car at a45 degree a 45 degree angle.pull up on cushion.the jack handle is under a cover held on with velcro.
in the 1996 it is rear cargo area on the driver side, there is a small hatch in the molded plastic on the sidewall that has a "dial" you turn to bring the panel out, it will be in there. it is a small scissor jack
Some of the parts are under the back seat passenger side. You have to flip the seat down and retrieve the rest of the jack. When you have all the pieces it will make sense.

The jack is in the left rear corner. Open the tailgate and remove the cover on the inside panel. The hardware is under the passenger rear seat bottom. Lift the seat forward and it's clipped to the bottom of the seat.
The jack should be under the spare wheel along with the combination lug wrench/jack handle, under the floor of the trunk.
it is located inside the rear driverside panel with the jack its snaped into the panel I have a 1999 Mountaineer, The jack itself is in the compartment inside by Left Rear Taillight. the jack handle is located under the front seat
the jack is either behind the seat,or under the hoodon right side of engine,with the handle across the top of the grill in front of the radiator
If like the 2000. it is in the rear on the left side, there is a door there and the jack is inside.
In the fuel tank. Just replaced my on a '91. Wasn't real difficult, have on jack to lower the tank and one to raise the body of the car and you can roll the tank out, change pump and roll it back under.
