Catch a ship to Island Five from Vermillion city and surf North of Island five until you reach an area called "Resort gorgeous" then surf east, passing the house on the beach until you reach a small cave. Go inside and climb down the ladder. Keep running around until you find one, but they are RARE and not easy to find so you must be patient.
