If the bulb is not blown . it is probaly the multi function switch on the column

Your multi function switch is mounted inside your steering column cover The turn signal lever is part of the multi function switch , as is the hazard flasher switch - these are visible outside of the steering column cover Your turn signal lever / multi function switch operates : - turn signals - high beams - flash to pass - windshield wipers - windshield washer

In a 1996 Ford Explorer : The fuel pump shut off switch ( inertia switch ) is in the front passenger footwell , in the corner , above the carpet , beside the kick panel
where is the head light timer on 96 ford explorer
The fuel pump inertia ( shut off ) switch is located in the right front passenger footwell , by the kick panel on your 1996 Ford Explorer
It's inside the steering column cover , the turn signal lever and the hazard flasher button stick outside of the steering column cover
If the Third brake light is the only one working , it sounds like the multi function switch...aka turn signal switch...Just had the same problem with my 98 cargo van..
It does not have a reset switch. It does have a relay and a fuse that controll function.
