The 1997 Honda Prelude has OBD II, there is no conversion. You will need a scan tool or code reader that is capable of reading OBD 2 codes. From 1996 up all vehicles with few exceptions are mandated by the Government to have OBD II systems. This was put into place to standardize codes and make diagnosing problems easier.
The OBD II plug in is located on the passenger side of the center column underneath the dash. It is in a recessed panel and colored gray in front of a blue connection point.

If by "OBD" you mean on-board diagnostics (i.e., OBD II), the vehicle you describe probably does not have OBD II. OBD II became mandatory starting in 1996. If it does have OBD II, the location of the connector varies in Hondas. It might be near the hood release lever, or under the steering column, or even near the gear shift lever.
