APPLY BRAKES AND SEE IF BRAKE LIGHTS COME ON. IF NO BRAKE LIGHTS, REPLACE THE BRAKE LIGHT SWITCH LOCATED ON THE BRAKE PEDAL ARM AND THIS SHOULD ALLOW YOU TO SHIFT OUT OF PARK. IF THAT BRAKE LIGHT SWITCH IS BROKE, YOU WON'T BE ABLE TO GET IT OUT OF PARK
Change the brake switch located where the brake pedal is, a little above. Done!
99% of all park-brake switches are located near the park-brake mount. In the 99 cougar, you will need to remove the console as a whole, and you should see a normally closed switch, that gets depressed when the park-brake is down.

If your question is what I think it is than the answer is yes. There is a switch that turns your brake lights on, it is also the same switch that releases the gearshift that will allow you to remove the vehicle from park. You should be able to hear a little click when you depress the brake pedel. If you don't hear that click and your brake lights are not coming on and you cant get it out of park than I would definitely take a look at that switch, It is usually located right on the pedel mechanism itself.
On most newer vehicals you must have your foot on the brake in order to shift out of park. The brake light switch is most likely the problem since it operates your brake lights and allows the transmission to be shifted out of park. The switch is located on the brake pedal arm just above where you place your foot. They are generally fairly easy to replace.

Yes Most cars have a solenoid that blocks the lever from moving from park unless the brake lights are on. If the brake switch is faulty it will not come out of park.

IF BRAKE LIGHTS COME ON, THEN YOU SHOULD BE ABLE TO SHIFT IT OUT OF PARK. IF NO BRAKE LIGHTS, THEN IT WON'T SHIFT OUT OF PARK. IF THIS IS THE CASE, THEN REPLACE BRAKE LIGHT SWITCH.
