Probably on the pump itself. From the left side of the car look down below the alternator by the firewall.
I was looking at a picture in the 2003 Mercury Grand Marquis Owner Guide and it shows the power steering fluid reservoir at the front of the engine compartment between the engine coolant reservoir and the engine air filter box
It's built into the power steering reservoir. To replace it you need to replace the whole reservoir. Fortunately, this is an inexpensive part... ($30).

The power steering reservoir on this vehicle is found under the hood of the car. It is usually found to the back of the engine, near the firewall, on the driver side of the car.

The power steering reservoir on all Grand Prix GTs and GTPs 1997-2003 is located at the front of the engine (passenger side of the vehicle, as the engine is transverse mounted) near the firewall. Looking at the engine from the passenger side, identify the alternator, and approximately 3 inches directly underneath the alternator is the power steering reservoir cap. don't believe you can physically see the cap on the reservoir unless you remove the coolant recovery reservoir, so it will require a bit of feeling around the first time, but once you find it the first time, you won't ever forget! The car should still be under warranty. Take it back to the dealer.
Turn the wheel ALL the way to the right and then ALL the way to the left a few times. This will force air out of the lines. Top off the power steering reservoir when you are done.
On the passengers side of the car under the hood. There is a black reservoir near the top of the engine nearly center of the aluminum intake manifold, the cap on the reservoir should be labeled "Power Steering Fluid"
there is a small round reservoir on drivers side of engine compartment right below the back of the hood.
