It doesn't have one. If you wanna add more coolant you will have to do it with from your reservoir.
The regulator on a 1994 Chevy is inside the alternator.

Remove your lower passenger side engine mount and you will be able to rock the engine back far enough for the fan to clear the manifold.
The radiator does not have a cap as most cars do. You add coolant to the reservoir bottle. The reservoir bottle may be under pressure when the engine is warm. Use caution when opening.
