First you need to defeat the first gym (Roark and his rock types) Then you keep traveling until you reach Floraroma (Not sure if spelt right) Town. After you recover the Power Plant from the grunts, you are able to progress forward, Go into the forest. Help the girl get through and she will award you with the Soothe Bell (Whole thing based off of platinum, not sure if its the same)
