The starter is mounted on the drivers side of the engine. Jack your car up and secure it then look at the bottom of the engine from the drivers side. There is removal and installation instructions on Autozone's website
The SAC22 does not have a starter relay.
the starter on a 95 RX7 is on the flywheel which is just in front of the clutch, you will need to remove the bell housing around the clutch assembly to get at it however.
nope, the starter should be right at the bottom of the transmission on the driverside.

It could be one of many things, Bad Starter, No Gas, Dead Battery, Loss of compression in one of the rotors, short in the wires somewhere, broken wires, like i said lots of things
