no liftgate release on these suburbans, the relay is on the passenger side pillar at the bottom, near the floor. and yes you will have to pull the plastic off. it is a standard 5125 relay to replace. about 5-10 bucks.
It is attached to the liftgate latch assembly.
IT does not have a reset switch.
The relay switch for the locks on a 99 Chevy Suburban is located under the driver-side dashboard.

The 2002 Chevrolet Suburban fuel pump relay switch can be found on the frame of the vehicle. The switch will be to the right of the gas tank.
