Turn signal flasher is located above the fuse box, under the dash. It is the same flasher for the emergency flashers and they use separate circuits inside the flasher. Sometimes one side only will go out affecting either only the turn signals or only the emergency flashers.
They are generally not available at your local parts stores and they will try to sell you the wrong one. They cost a minimum of $40 so beware.
I believe that one in under the dash on top of or along the steering column.

I found out through a Chevy dealer mechanic that this year/make/model Chevy doesnot have a flasher in it. If the turn signal doesnot work it will be the turn signal switch in the steering wheel.
