If you have a missing neutral you have a problem that needs to be corrected. You cannot connect to the ground because you will create potential ground loops. Unless you can provide more information you need an electrician.

I guess he could be up to the new code and have an empty neutral pulled to a switch box? Who knows......

When you switch off a 3 pin power socket at the wall is it still earthed?

A properly installed switch for a wall socket will only interupt the 'hot' leg. The earth (or ground) and the neutral will remain connected.

Will grey furniture go in a warm carmel room with maroon accent wall?

I think that will look beautiful. The focus will be the accent wall, so it's a good choice to keep the rest of the colors rather neutral. Caramel and gray are good neutral colors, so nothing should clash with the maroon wall.

Why your new light fixtures dont come on when you have 120V at the socket?

My first suspicion is you have a loose or disconnected neutral. TURN THE BREAKER OFF WHEN CHECKING THE CONNECTION. To include all points, even the obvious, make sure you have changed the lamps to known working lamps from another fixture. How do you know it has 120 volts at the socket? If you tested it with a voltage tester or a multimeter, which wires were you connected to? In order to troubleshoot you need to make three measurements, at the BOXif wall or ceiling mounted or RECEPTACLE if plugged in with a cord, not the fixture socket the lamp screws into. Hot to ground (volts AC) Should be 120 volts nominal. This can vary from about 110-130v. Hot to neutral (volts AC) Should be 120 volts nominal. Neutral to Ground (volts AC) Should be 0 volts. These wires are electrically joined at your main panel. If you have 120v hot to neutral, your circuit is working properly. Any problem will lie in the fixture or the connections to the fixture. If you do not have 120v to neutral but you do have 120v hot to ground, your neutral is not connected. TURN THE BREAKER OFF and check the connection. If you do not have 120v to neutral or120v to ground, your hot is not connected. TURN THE BREAKER OFF and check the connection. If you have anything other than 0 volts neutral to ground, your fixture connection may be okay, but your neutral is not connected properly going back to the main panel. This is a dangerous situation, and it can result in fire over time. In this case have an electrician inspect the situation immediately!

What is a silver screw in a new wall receptacle for?

The screw is actually only silver in color and it is where the neutral wire(s) get connected to, (white wire). the gold colored screw gets connected to the positive(black or red) wire(s). Green screw is for ground wire.

Can you pigtail grounds in a panel in order to prevent double lugging on the neutral bus.?

The ground wires should not be terminated on the neutral bus. They should be terminated on to the ground bus which should be located on the back wall of the distribution panel. The wires don't have to be pigtailed when inserted into the ground bus. More that one wire can go under the terminal screws if you are running out of room. Shut the panel off and remove any ground wires that are now under the neutral bus terminals and move them to the ground bus. Some panels use a lug for a ground bus. All ground wires into the lug and tighten. In a ground fault condition it is the ground wires that are connected to the ground potential that trip the breaker, not ground wires connected to neutrals. Be safe.

Can neutral and bare copper wires be under the same screw on a bus bare in a single family home electrical panel?

What is the Difference between gravity wall and cantilever wall?

Gravity walls are supported by the earth itself in the downward direction. This generally applies to retaining walls. A Cantilever wall is not supported directly by the earth, but it is connected to another structure that is anchored. The cantilever wall, or any other structure containing the term cantilever, suggest that it "hangs out" of another anchoring structure without direct support from underneath.
