You will encounter team rocket after you beat giovanni, but you will never encounter giovanni in the game again.

∙ 13y agoLeave the Gym and go left onto route 22. Then head north through Victory road to the Elite 4. Beat them and beat the game. (This is for when you beat Giovanni as Viridian City's Gym Leader)
