You should find Ho-oh should be anywhere and he's normally where the Chinese house or hut is ( I cant really remember where it is again )!... ..
depends what pokemon you play you will find hoho almost at the same spot

∙ 15y agoho oh was not made at the point of the red fire version. it came out on silver/gold. so hes not in the game. but moltres is a good enough substitute if you ask me.

∙ 14y agoHo-oh is on the roof of the Tin Tower. The Tin Tower is in Ecrteak City. You must get the Rainbow wing to get to Ho-oh.
