You need Pokemon with Theif or Covet, and Dive and surf. DO NOT LET THEM CARRY ITEMS.

If you go out to Lilycove, surf until you find a dark patch of water, dive, and find some seaweed. Swim around in it until you find a Clamperl. Use Thief or Covet on them to get the blue shards that will usually be attached to them. (Since you will be using this attack a lot, it is a good idea to have some Ethers or Leppa berries on hand.)

Once you get a blue shard, or two, or three, or however many you want, take the blue shard to the collector near Mossdeep and he'll exchange it for a Water Stone.

Another idea is to get someone to trade you one, either from Emerald, or FireRed/LeafGreen.

In Pokemon Emerald you can find a Water Stone in the Abandoned Ship. There's also a NPC on Route 124 who you can trade colored shards for stones. In the case of the Water Stone you can trade Blue Shards with the NPC for Water Stones.

To get a water stone, all you have to do is simply find a blue shard. You then want to go see the shard guy, what ever his name is, his house is a bit to the left of Mossdeep. You then trade your blue shard with him, and he'll give you a water stone.

Either find a Blue Shard in the ocean and take it to the Treasure Hunter near Mossdeep, or catch a Clamperl. they sometimes have Blue Shards.
