To change color mode go to Image > Mode > choose. To change color profile go to Edit >Color Settings, Edit > Assign Profile or Edit > Convert to Profile.
Right click on the picture and select Open With.... and pick what you want to use.If you want to make a permanent change then right clickon the picture and select Get Info, then near the middle will be an option to Use this application to open ALL documents like this one.In the preference's in Photoshop should be an option to turn the Open with Photoshop on or off I would think?
There is no way how to change it when installed. You have to rainstall it and change language in the start of installation. There are so many different versions with diiferent languages, so you must have one with language you want. p.s. Sorry for my bad English.

The most useful editor in my opinion would be GIMP, since it is similar to Photoshop, but is free. In both software's, you are able to do all the things you mentioned, and more! You can even change the lighting, and color, etc.

Probably the best option would be a photoshop program. If that does not suit you, then being very careful on paint works ok as well.
Its not Photoshop PNG but rather PNG-8 file format. Use it to save files with limited color palette (max 256) to have file with smaller size for Web which can contain and transparent areas in image.
