The highest reactive element is oxygen.

The three most common reactive elements are oxygen, fluorine, and chlorine. Those elements react so readily with other elements because they have free electrons that can break free of their host atom and attach themselves to another kind of atom in order to form a bond between both. Oxygen is the most reactive because it has eight such electrons (four in its outer shell and four more in its two inner shells) the are quite readily accessible to attack other atoms; fluorine has seven available electrons; chlorine has six.
