It isn't clear what vote exactly you are talking about. As you may or may not know, there may be different votes (online or otherwise) about one topic, and the results may of course differ.
In any case, it really doesn't matter; if you plan to read Harry Potter, you better read them in order, starting with book 1. The following books continue the story of the first book. If you are unsure whether you want to read all seven books, there is really no reason to worry; book 1 is, in a way, a more or less complete story by itself.
By whom? - If you want to decide which book to read first, please keep in mind that the Harry Potter books make up a continued story - you should really start with Book 1, and - if you like it - continue with Book 2, etc. - regardless of ratings.
According to which voting? I am pretty sure that if there are different votings, the results might differ, due to different reasons. Also, if you want to make up your mind which Harry Potter book to read, this isn't a good criterion - the books form a continuous story, so you should start with book 1, whatever its rating in any vote you select.
