The President is the supreme commander of all US forces. As such, they follow his orders. He appoints the other officers and meets with the joint chiefs of staff. The Department of Defense is also under his direction. He argues for military expenses from Congress and may push for certain weapons such are Star Wars, stealth bombers , etc. The President also determines military policy. For example, a presidential directive created racial equality, allows gays to serve and allows women in combat units. Although he can not declare war, he can enforce his diplomacy by deploying troops to foreign locations, ordering strategic bombing and sending ships to trouble spots.
