If you are talking about Warriors then id say cats who murder others and don't regret it, cats who try to become all-powerful while killing others in the process and cats who don't believe in Starclan and are bad
Swifttail-they don't have to believe in starclan. cloudtail and mothwing don't believe in starclan. It doesn't say in the warrior code that you have to go to believe in starclan.
Cats who have committed dark deeds in their lives and have been condemned for their actions are trained in the Dark Forest. These cats are taught battle techniques by other cats who have also been banished from StarClan.

Edit: Hollyleaf was said to be confirmed alive by Erin Hunter. It isn't for a fact, although. Once Breezepelt dies off, he most likely will be going there due to him being trained by the Dark Forest warriors.
Swifttail-but lionblaze also got trained by darkforest warriors. I feel bad for breezepelt. It's not his fault his father mated with a medicine cat!!

No i don't think she will. Ivypool (as a warrior) found out that Dovewing (as a warrior) has the power of the stars in her paws. Jayfeather and Lionblaze ask Ivypool to spy on the Dark Forest cats for them when Dovewing tells them that Ivypool had been training in the Dark Forest. Ivypool seems disgusted with how the Dark Forest cats are training, so no, i believe she will stay loyal to ThunderClan and fight beside them when the Dark Forest attacks.

Yes, Mudclaw is in the Dark Forest in the Warrior Cats book series. He joined the Dark Forest due to his anger and desire for revenge against other Clans. Mudclaw appears in the Dark Forest in "The Last Hope" during the final battle.
The battle against the Dark Forest was not supposed to happen because it was initiated by the Dark Forest warriors who wanted to seek revenge and dominate the Clans, rather than being a part of the natural order of Clan conflicts. The Clans aimed to maintain their unity and peace rather than engage in unnecessary warfare with the Dark Forest.
It depends. Star clan probly has more cats, but the Dark Forest has stronger forces with the clans and they have more places and reasons to train. About equal I say
