I suppose Chalk is one of the most effective. It reacts easily with acid, neutralizing it. It is readily available, and it is cheap, in other words very costeffective. It is not a dangerous compound and don't make poison in the process of neutralizing acid rain. Other minerals might be more effective (out of my knowledge) but will not be as readily available and cheap as chalk is.
