There is more frozen fresh water than in all the lakes and streams. Glacial melting also causes the desalination of the ocean, which is a bad thing.

so we want the fresh water to stay in the glaciers

Most of the obtainable and usable fresh water is in rivers, lakes and reservoirs. However the vast majority of the worlds supply of fresh water is locked in the ice caps or the Arctic and Antarctic.
