This depends on what you mean. If it's the biggest brain of any dinosaur period, then T. rex's five-foot-long head houses the largest brain: around the size of a human's. Of course, this isn't saying to much: we have a three pound brain for a five-foot, 200 pound body whilst T. rex has a three pound brain for a 45-foot, five-ton body. That alone brings its intelligence down some.

If you're seeking for the smartest dinosaur- with the biggest brain-to-body ratio- then look no further than the Troodonts. (say: tru-oh-dawnts) These were small, lightweight dinosaurs with long, stiff tails and recurved claws on its feet, much like a raptor. This one, however, was slightly smaller than the average raptor and was much slenderer. Its eyes were very large, suggesting enhanced night vision and a wide color range. One of the genera of this group, called Stenonychosaurus even shows evidence of opposible thumbs like we do. This most likely makes the troodontids the smartest range of dinosaur species until the K/T event 65.5 million years ago.

It is probable that the Tyrannosaurus Rex had the largest brain overall as it was such a huge creature, however it wasn't the smartest. Troodon was the smartest dinosaur and had the largest brain in comparison with the size of its body :)
