Infact, for size all bones are much stronger thatn concrete. About 8 times. They're flexible, lightweight and super hard. Yet will break if alot of force is given. A thigh bone can withstand about a tonne of stress before snapping. This depening on a person's health. The lower joint of a femur, pretty much impossible to break with a hammer, yet hollow bones will break with a brick, slab of concrete or a hammer. Imagine a bit of concrete the size of a bone, it would break easily... Wouldn't it?

As a general rule fish have more bones in the skull than humans. There are exceptions. If elasmobranchs (sharks, skates, rays) no bones, only cartilage. Some of the extinct fish had a very great many bones. A few of the advanced teleosts have a syncranium with very few bones. And so, the answer is; generally the fish have more bones in the skull than humans but it depends on what fish you are talking about.

The strength of bones is dependant on the cross sectional area. Cows are large animals and equivalentt bones on cows are larger than those of humans. The implication is that cattle have stronger bones than humans.
