The only characteristic of an atom of an element where "neutral" makes sense is electric charge. If we are considering electric charge, all atoms of all elements can be considered electrically neutral if the number of electrons matches the number of protons. Recall that elemental identity is determined solely by the number of protons. And if the number of electrons matches, then that atom is electrically neutral.

atoms become neutral when they gain or lose electrons. Atoms lose and gain electrons in order to fill the octet rule which means a full outer shell (full valence electrons). when their outer shells are full the atom becomes neutral. for example oxygen has a -2 charge. this is because oxygen needs to gain 2 electrons by bonding with two atoms or an atom giving them up freely.. This gain of electrons causes oxygen to have a full octet and resemble neon. moreover sodium has a plus one charge because it must lose an electron in order to look like neon. all atoms want to look like the noble gas that is closest to them. all noble gasses have a neutral charge, and are unreactive. the whole reason atoms react is to gain a neutral charge.
