The Russians/Soviets made a sphere of influence in the northern third of Persia/Iran. The British made a sphere of influence in the southeastern quarter of Persia/Iran (along the border with modern Pakistan). The British also had strong influence in the southwest due to the proximity of the British Mandate of Iraq and the Anglo-Iranian Oil Company in Khuzestan Province.
Iran was called Persia at that point in history; it was ruled by the Sassanid Empire.
The provinces of the Persian Empire were called satrapi.
The first modern Persian Empire was the Safavid Empire in 1501 and Iran has remained more-or-less independent since then, but Iran has been the center of numerous other empires that may not have been headquartered within Iran's boundaries.

A Persian Empire existed in various forms from ancient times until the early twentieth century when it was renamed the Empire of Iran. The Empire of Iran was replaced with the Islamic Republic of Iran in 1979. At it's greatest extent the Persian Empire under Darius the Great ruled all of modern Iran, Afghanistan, Iraq, Syria and Turkey.
