Loudness is the quality of a sound that is primarily a psychological correlate of physical strength or amplitude. You can try to measure the sound pressure in decibels. Pitch does not determine loudness, and loudness does not determine pitch. Loudness is the measure of sound pressure (dB), while pitch is the frequency at which an object vibrates.
