Good question. It is a keyboard instrument, like the piano, harpsichord and celesta, but unlike those instruments (which are technically in the percussion family) its tones are produced by air. As an organist myself, I would tend to group it with the keyboard instruments due to what the player him/herself does to produce the sounds.
