From the perspective of we humans living on the Earth, the "new" moon is the least-bright phase, because the lighted half of the Moon is turned away from the Earth. At the new moon, we can only see the Moon when it is silhouetted against the Sun, which we call a "solar eclipse".

Waxing and Waning Crescent. The crescent moon is up for a lot of the daytime but it is lost in the glare of the sun so it can only be seen after sunset (waxing) or before sunrise (waning).
