In my opinion i think that many accidents occur at the speed that was through motorists, bus or bicycle , and this thing is wrong, because the speed could lead to the death of people or injured people.You should be banned them from driving.

When an ambulance approaches from the rear and motorists are in bumper to bumper traffic, the motorists should STAY PUT. The ambulance will use the shoulder (on left or on the median side) to maneuver around stopped traffic. NOTE: This is another reason that motorists should never use the shoulder to pass stopped traffic on any US highway. Emergency vehicles need the shoulder to be clear of all obstacles so the emergency vehicles have an open way to pass.
