Mine does this too. I discovered that the switch (plastic) cover breaks away from the actual switch underneath the arm rest. If I center the forw/back button and push down while I roll it up then it works but if I don't push in on it then it does nothing, sometimes it will lock in forward though and I have to force it back into place. I guess the plastic piece that activates it or keeps it aligned has broken or worn down over time. Best bet is to go to a junkyard and get the control panel cover from an old car for like $10
