Not in the same season. The player can't be registered for the competition with the second and will be 'cup-tied'.
Ofcourse he can play in the Champions League with a team even if has previously played with another team. But if a player has represented a club in a particular season the CL he cannot then play for another club in the same year's CL.
Nothing much, Liverpool won the champions league and did not finish in the top four the season after, so they could not qualify for the tournament the season after. But they were allowed to enter through a knock out stage instead.

they had finished fourth in the 2004-05 season......and that is the same season when Liverpool finished 5th in the premier league but on the other hand the Champions league was also won by Liverpool ......so after the finals it was decided that the champions league holder has to play in the champions league on a mandatory basis and thus liver pool were part of the 2005-2006 champions league..... Everton on the other hand after finishing fourth had a chance to play in the champions league, but at that time of the decade the rule said that the teams finishing third and fourth in the league has to go through a qualifying round, and thus Everton did not beat the team which was pitted against it and thus did not play in the champions league.......

Yes they can. In fact Ajax Amsterdam did it this year (2010/2011 Season). They where elimanted in the group stage of the Champions League and made the last 32 of the Europa League (as of today, they can still go further).

if Tottenham make it through the qualifying stage next season, the London will have 3 reps at the champions league. Chelsea, Arsenal and Tottenham IF they make it. I don't know if there were any other cities with 3 teams in.
