Mother's Day in the USA was made official by Woodrow Wilson in 1914. In Britain however Mother's Day goes back to the sixteenth century and a similar custom was observed in ancient Rome.

In 1914, President Wilson declared Mother's Day a national holiday. Years before, women's groups had celebrated various days to commerate mothers and promote peace during times of war. President Wilson declared Mother's day to be celebrated the second Sunday of May.

Traditionally, (since 1914) Mother's Day has always been the second Sunday in May. I have attached a proclamation from President Ronald Reagan, designating MAY 11,1986 Mother's Day, requesting all Government buildings and private citizens to display the flag in honor of all mothers.
The holiday was declared officially by some states beginning in 1912. In 1914 President Woodrow Wilson declared the first national Mother's Day, as a day for American citizens to fly the flag in honor of those mothers whose sons had died in war.
U.S. House Joint Resolution 263 was signed into law by President Woodrow Wilson on May 8, 1914. The resolution designated the second Sunday in each May as "Mother's Day, and for other purposes." President Wilson followed up with a public proclamation the next day, calling upon Government officials to "display the United States flag on all Government buildings, and the people of the United States to display the flag at their homes or other suitable places on the second Sunday in May, as a public expression of love and reverence for the mothers of our country." The resolution had been introduced in May of 1914 as a joint resolution by Representative Heflin of Alabama and Senator Sheppard of Texas, at the request of its longtime advocate, Anna Jarvis. Anna had been promoting an official day of commemoration for mothers since 1905, and an earlier Mother's Day bill was defeated in the U.S. Senate in 1908.

President Eisenhower made Veteran's day a federal holiday in 1954. Before that, it was known as Armistice day. President Eisenhower Changed it because when Americans celebrate a holiday, he figures he should use a word that is less complicated.
