There are no states that recognize a person as an adult at 17. Having said this, Federal law recognizes a 17 year old as an adult if one parent signs consent to enlist in active military duty. While this doesn't permit drinking alcohol before 21 or smoking before 18, they can do most everything else. (Buy a car, sign a lease and so forth.)
