There are many types of fishing line such as monofiliment, braid, flurocarbon, etc... Also, each of these lines comes in many different strength (called pounds test) from 1 lb to 100 lbs. In general they will all be stronger that cotton twine.
Cotton twine is much stronger due to the material used. A 0.06 millimeter line of cotton twine can in best cases be as strong as 0.20 normal fishing line. The bad thing about them in this case is of course that if you just simply can't get a lure out of the bottom, you will have to cut the line since you can't break it simply by pulling.

Usually cooking string or twine is 100% cotton. There are probably some other fibers that would be safe to cook with, but I've only used cotton.
