A Hemostat is a clipping device that is made to function as a bloodstopper, it clamps tightly with jaws on the arteries etc to prevent blood from flowing.

Surgeons also uses a Tourniquet to COMPLETELY stop/cut the flow of blood of a certain limb, a Tourniquet is used as a last resort to stop bleeding, Usually it is being used for amputations.

Depends on what surgery is being done. Normally one would use artery forceps to hold the bleeder. For vascular surgery one would use tapes and bull dog clips, and large vascular clamps for Aortic surgery
