Mendeleev predicted that gallium belonged to the R2O3. Gallium was not discovered until 1874. The noble gases weren't discovered until 1894 through 1899.

One could reasonably assume that if a new element was discovered that went in the noble gas column that it would be inert as well. Mendeleev used this concept to accurately predict the properties of a handful of undiscovered elements, such as Gallium and Germanium.
It can't. the properties of an element determine it's group placement, without knowledge of these properties (or, indeed, the element itself) it would be impossible to place an element in it's proper place on the periodic table.

Mendeleev used the properties of gallium, scandium, and germanium to predict their existence before they were discovered. Their discovery and properties helped confirm the accuracy of Mendeleev's periodic table and his periodic law. This further solidified Mendeleev's contributions to the development of the modern periodic table.
Dmitri Mendeleev, although he did it differently we than it is right now. He pridected elements, and now, they've been discovered. Some people discovered elements Mendeleev didn't predict. Most of them were radioactive, like rutherfordium. (Of course, that element was synthetic. There are only 92 natural elements.) Mendeleev used different symbols than we do now, e.g. yttrium was Yt. The elements Mendeleev predicted were gallium, germanium, and scandium.

(But germanium rarely makes distinct minerals.) He purified it to find the new element. Before this in 1871 a chemist named, Mendeleev predicted there would be a new element, that would have properties similar to the ones in silicon. His predictions were proved to be true.
