It is generally accepted that the two vertebrate groups that lay their eggs in water are Fish and Amphibians.
However, this is not strictly true, as not all amphibians lay their eggs in water. Many species of frogs lay their eggs in water, but not all do, e.g. the Corroboree frog.
Also, frogs of the genus Pristimantis lay their eggs on land, where they do not undergo a tadpole stage, hatching as fully metamorphosed baby frogs. Some amphibians do not even lay eggs. Some species of frogs even give birth to live young, such as members of the African genus Nectophrynoides and other species found in the Andes and Central America.There are also some salamanders which give birth to young which are either larvae, or already metamorphosed. Caecilians are a type of amphibian, rather like a worm, which give birth to fully metamorphosed young.
