It is possible for anybody to find a fossil (there may however be local laws which control if you can collect or remove the fossil from the ground).

Fossils are formally identified by specialist Geologists called Paleontologists (there are Paleontologists specializing in the various types of fossil organisms). As with modern animals the first of each type of fossil species identified/described (called the type specimen) is placed in a reference museum so that other fossils found can be compared with it.

Once fossils have been identified and described some paleontologists publish books on the various types of fossils to be found and using these books it is possible for amateur fossil hunters to use them to identify some fossils.
