Who are the saints in Revelations 8?

In Revelation 8, the reference to "the saints" is most likely referring to those who are already in Heaven at this point in the End Time events that are happening. Specifically reference Rev. 8:3-4

Actually, the reference is not necessarily about the saints themselves, as much as it is their prayers. If you notice, their prayers are being combined with the incense and this could mean that these are the many prayers of all the saints from across time.

Either way, it is important to note that the prayers are part of the judgment that God will pour out on the earth. In this case Wormwood. There is power in prayer and God hears the prayers and cries of His people. He avenges His own (Romans 12:19)

It is interesting to note that some believe that Wormwood is translated as Chernobyl in the Ukrainian language. Thus the scripture Rom. 8:11 would read, in Ukrainian, "The name of the star is called Chernobyl..." I am not a student of the Ukrainian language so I cannot independently confirm this claim. Interesting if it were true...

The Scripture speaks in many places of the prayers of the righteous or God's People (Saints) rising up to God in Heaven - it never states anyone other than the spirit world is there. Jesus told us only He has ascended into Heaven in John 3:13 so no others are there now. Indeed, Revelation 21 speaks of God's tabernacle coming down to the new Earth to be with His Famiy forever. Mankind inherits the Earth.

Wormwood is simply a poisonous/bitter plant and naming the 'star' or meteor that will fall to the Earth relates to the poisoning of the waters and the increasing suffering of mankind.

FYI - Having been a Russian language rating in the military some years ago, the word for this plant is equivalent to pollen (nolbihb) or harshness (gorech) and had nothing to do with Chernobyl which occurred after my service time.
