Fort Sumter was fired upon by multiple Charleston Harbor shore batteries and one floating battery, under the command of General PGT Beauregard, after South Carolina seceded from the Union.
As to who won....that's complicated. The Union soldiers in Fort Sumter had no chance of winning, and an attempt to relieve the fort by sea failed. A deal was struck and the Union was permitted to withdraw, leaving Fort Sumter in Confederate hands. Yet, the Confederacy lost the war, and the attack on Fort Sumter provided the justification for all future military action which the Union would take, as the Confederacy had fired first.
The Federal fort, Fort Sumter was located in the Charleston harbor in South Carolina. Southern forces attacked Fort Sumter, and the commander of the fort surrendered. This conflict led to US President Lincoln to ask for volunteers to serve for 3 months.
Confederate shore batteries fired on Fort Sumter and caused it surrender. Prior to this the US ship "Star of the West" had attempted to re-supply the fort, but had been fired on and caused it to retreat. After this Lincoln said he would resupply the fort and the South opened fire a month later.
