Fort Sumter was fired upon by multiple Charleston Harbor shore batteries and one floating battery, under the command of General PGT Beauregard, after South Carolina seceded from the Union.

As to who won....that's complicated. The Union soldiers in Fort Sumter had no chance of winning, and an attempt to relieve the fort by sea failed. A deal was struck and the Union was permitted to withdraw, leaving Fort Sumter in Confederate hands. Yet, the Confederacy lost the war, and the attack on Fort Sumter provided the justification for all future military action which the Union would take, as the Confederacy had fired first.
