The ten tails is the mixture of all the tailed demons combined. It basically black with one red eye ball, presumably the sharingan ultimate form. No one is a ten tails, though the chances of Naruto becoming ten tails is likely

∙ 13y agoThat would be a guy known at the moment as 'the sage', ancestor of both Uchiha and Senju clans. Basically, he was two clans and bloodlines in one person. The ten-tails was created by 'administering imagination, and the spiritual energy which forms the basis of "yin" power' to create forms from nothing, and then administered vitality and physical energy that forms the basis of "yang" power he would bring them to life.
It's understood that the ten-tails is just one of his creations.
