Sir Francis Drake was a 'Privateeer'. That is he was a sort of licenced pirate. All governmemts in those days licenced 'Privateeers' during time of war. They were supposed to attack ships belenging to their countrys eneamy. After the wars ended, many Privateeers became pirates. Sir Francis Drake was licenced by England, his country. When he sailed against the Spanish Aramada, he was part of a Royal fleet...that is the official English navy.
