They represent dangers in the quotation "we have scotched the snake not kill'd it" and in Macbeth's remark "there the grown serpent lies". When Lady M says to look like the innocent flower but be the serpent under it, she also means to look innocent but to be dangerous. Snake meat is also added to the witches' brew ("fillet of a fenny snake") but that is probably just to add protein.

For Russians, it is a tattoo representing the highest ranking criminal. However, I believe snakes, or serpents, represent evil. Skulls obviously symbolize death. So, snakes slithering through skulls could symbolize the fact that someone has dealt with evils in the past, hardships. The skull could represent a person that has gone through rough times.
There really are no actual sea serpents, but there are sea snakes. Some animals that eat sea snakes include eels, sharks, and many large fish.
