No one, as there is no reason for marketing and such. The Church is not a retail establishment that must attract customers in order to gain dividends for its shareholders. Those who want the Truth, the Fullness of Faith, and a Church founded by Christ find there way into the Church by themselves - as they learn the Truth and want to be apart of it. So you could say that the Holy Spirit does the marketing, but every single one of us is in His employ.
