I can give you a vague answer since this is a vague question. Union members are most likely to be put on strike, be it for their own gain or because their union forced them to. Plenty of others strike too, but this is the most common cause. Other common strikers are citizens of poorly governed countries / city-states / townships. Take the protests world-wide, for example.
