Grand Master's Rhee Ki Ha, Hae Man Park, Edward Sell (founder of U.S. Chung Do Kwan), Charles Serriff, Hwang Kwang Sung, Jhoon Rhee,
Nam Tae Hi, Kong Young Il, Park Jhoong Soo, Bin Sing Huan, Kim Bok Man, Hwang Chae Pok, Lee Beom Jhoo - to name just a few, there are many, many others.
Not that you are going to find for all Black Belts. Most organizations, and there are dozens of them, can tell you who the 9th degree is.
To my understandings there are 6 Taekwondo 9th Dan (Degree) Black Belts. I know of Grandmaster Ho-Won Park and Grandmaster Namkang. I do not kno though where you could find a complete list
1st degree - Shodan
2nd degree - Nidan
3rd degree - Sandan
4th degree - Yondan (sometimes seen as Yodan)
5th degree - Godan
6th degree - Rokudan
7th degree - Nanadan (sometimes seen as Shichidan)
8th degree - Hachidan
9th degree - Kudan (sometimes seen as Kyudan)
10th degree - Judan
Not all Japanese Karate styles will use all ten degrees or even have masters at that rank.
There is no list compiled of the names of all the 9th Degree Black Belts in the World, or in any one country. The only lists would be kept of 9th Dan registered with a particular association or federation. This information might be available by contacting the headquarters of each organization.
The question offers several challenges:
In what style of Martial Arts? There are several dozen very large national organizations promoting various competitions as national championships.
National Champions that are 9th degree black belts are going to be pretty small group, as most practitioners don't compete much after they reach 6th or 7th degree (in my style you would be in your 60's before reaching the rank of 9th degree).
There are many 10th degree black belts. Normally each style has one 10th dan, the leader of the style.

Protocol varies from school to school and style to style. Some require you to address black belts as Mr. xxxx or Sir (Ma'am). In my style, we use their first names.
