Pete Wentz (I'm pretty sure he's the reason for a whole lot of things). Pete, fresh out of his last band Arma Angelus, was friends with Joe Trohman and the two had decided to put together a pop/punk or perhaps just punk band. Seeking a drummer (Pete would play bass and write lyrics for FOB and Joe would play guitar and do backup vocals), Joe introduced Pete to a kid he had met by the name of Patrick Stumph (the "h" was later to be dropped). Pete, after talking to Patrick and hearing about the multiple instruments Patrick could play, asked Patrick to sing for him, and after being blown away by Patrick's vocals made Patrick the official singer for FOB (Patrick also plays the guitar for the band). Pete had originally been trying to get Andy Hurley to play drums for FOB, and finally, some say after their very first record, convinced him to leave his other projects and join FOB, and thus they became the band we know today.
